How the tiers work
Rise's plans are tiered by total store sales, not by how much store credit or how many gift cards you actually issue. A store with a big month of ordinary sales — unrelated to credit or gift cards at all — can be pushed into a higher tier simply because overall revenue crossed a threshold.
Why this surprises merchants
It's a natural assumption that a "store credit app" bills based on store credit activity. Rise's public reviews include merchants describing exactly this gap between expectation and bill — including cases of gift card fees exceeding the value of the gift cards sold, and one-off bills far above what the merchant expected for the month.
